[Q] Unlocking a VODAFONE Samsung Galaxy A3 ?

Hello.I am about to buy a Samsung A3 (Vodafone UK locked ). Can it be unlocked by changing the ROM or the firmware version , or I have to send the IMEI somewhere and pay for the unlock code ?
