android does not see adhoc mobile phone wifi network??????????

hi i am new here and new to android

why cant android see adhoc wifi network via mobile phone as a router wifi

my laptop sees and connects fine

whats use is an android tablet if you cant see a mobile wifi network?

isnt there a fairly simple fix for dummies like me?....im getting frustrated not being able to get online via my android.....

i do not know android or programming language so please speak so a stupid person can understand
